Yahoo for some reason continues to elude my website. I have submitted the website and site map last year. I joined the site explorer program but have yet to yield any results.
I also signed up for Yahoo Search Marketing. I figured they would be forced to search my site if I paid them to. Well they did search the website but it has not increased traffic.
Thank you for any ideas you may have.

I agree with bobo.cx. Yahoo is not good for SEO purpose also because it has not increased the traffic.
Paying Yahoo to rank you high?? Ha, you think sleazy practices work with big search engines?
The only thing is Yahoo is relatively slower (and also relatively lenient on algos), so wait patiently. Also it might be that you have optimized your website for less popular keywords (keywords that very few people are searching for). So one thing you can do is optimize your website for keywords having high searches.
And since Yahoo’s results are powered by Bing, I’d encourage you to go through Bing’s SEO guidelines:
