yahoo having the strategies like yahoo answers, email marketing, search engine site submission, webmaster of yahoo, yahoo site map too . But , i don't know about other techniques.

On-page and off-page is same for both but minor changes are still there like google recently not looking up meta keywords but in yahoo it looking up in meta tags to generate results. If you want to get resulted in yahoo means you have to concentrate little high in yahoo based directories.

these categories are not the part of yahoo or google its basically the part of SEO. on page and of page are done on websites not on google or yahoo.

I do not think there are SEO strategies which are specialized for Search Engines. You can follow same strategies for all the Search Engines..
