Not sure which company is the best, and even do not think any of them can be the best, much depends on the host.

From own experience may recommend you such companies as glowhost.com and santrex.net which having rather low prices are offering big amount of plans and locations and provide services of highest quality.

you can buy hosting from host1plus.com, a friend of mine is using their services.
