What is your budget and other requirements?
Cheap VPS deals can be get from hostingsource company.
Linux and Windows based VPS accounts they offer.
CPanel and Plesk control panels are offered to administrate their VPSs.

I know quality VPS are offered by hqhost.net, as well as by webintellects.com, but these companies seem to offer another control panels, which are though very useful and competitive to cPanel

hqhost.net is the good choise even considering they offer dedikit control panel instead of cPanel I join the recommendation.

I think you may get quality cPanel VPS account from serverpoint company.
Their plans are low cost and well-supported.
The second free month they offer.

It depends on your requirements and what it will be used for and what you value most out of paying for the service? ie do you want good quality service, technical support or do you just want the cheapest you can get your hands on?

Hostgator and Serverpoint are two companies which are great for using a VPS with cPanel due to their top-notch services with skillful and helpful support.
Pricing is not high.

Agree with you .Also the budget , bandwidth or diskspace and operating system etc.should be included in your requirement.
I suggest you pay attention to the hosting providers' TOS ,since you will find a lot of important information in it .
