See if the directory is indexed and check the pr.
Also check if inner pages have been cached and do they have PR.
I agree with cyberbog. Sometimes I see many directories have a good pr for the main url but the inner pages don't have pr or they are not indexed at all.
I think directory can be considered as quality if it has high PR and search engine friendly.. Plus it has free submission and fast approval....
If you are doing a directory submission , first check for the PR of the site and then check whether the site is been cached or not. If the site is been cached and has good PR then consider it as a good directory.

Check PR of that site and then confirm it is cached or not. And it should be given fast approval.
for that check the pr of that site. After that check that it is checked or unchecked if it is checked than it is good directory
