This doesn't relate to me as I am currently not a website that lists other sites straight away. I choose who gets listed and why at the current point in time but happy to put up paid ad's on my site and links if I get paid for it but not particularly inclined at the moment otherwise.

You can submit a new category and the admin team will validate or not. Once the category created and validated, you have to send a message via the contact page to the admin team to ask them to move your site to the new category.
In the case of "IT" this is a too generic category, too wide to mean anything, so it'll be not validated.
You cannot update unless something very specific like a typo which needs to be removed. Therefore you need to put durable information.
