What is the point of it? Will it not confuse the visitors to make them think it is a link?

It is depend on the use. I mean to say that where this code has used. it can be used to create force on the particular line or text..

LOL The point of it is that if you visited the link it would change in color in the links you visited in that site. For those who have short term memory loss like me it would be a great help

I agree with you. But is specially to make web page attractive. you can see many sites. where color of the text change on the mouse over.
