HTML is basically for responsible for the construction, and the total output, of a page.
And CSS is particularly for designing, creating, aligning elements in HTML.

This is the most appropriate explanation. This is sure to clear a lot more about the basic concepts differentiating HTML and CSS to a very good extent. HTML is for defining the structure and CSS is more about formatting the structure better.

Unlike HTML, CSS does not "create" anything. Instead, it decorates, aligns, and positions (etc) elements in HTML. In a nutshell, CSS takes the normal HTML output and adds a few rules to how it's actually displayed.

HTML or Hypertext Markup Language is the standard and most basic language in use to create web pages. It has a very simple code structure that makes it extremely easy to pick-up and learn compared to any other language.

CSS or Cascading Style Sheets is a style sheet language that can be applied to any XML document. Its purpose is to simplify the styling of certain elements so that the written code would be a lot easier to read.

Starting off with a CMS is always a choice. The only question is how much work you have to do in addition to using it.
Maybe you need to write a function that you need yourself but especially as someone who is new to webdesign using a CMS has a lot of advantages.
