The first thing that hsould be kept in the mind is that you are developing the website to provide the information to the visitors or the users, so the first thing is that you should make it attractive keeping in mind that it also has to abide by the SEO tactics to be implemented. I won't just say that using flash is a strict no but level of user should be kept in mind. There should be a balance between the amount of flash to be used as the more of it is used the amount of the time and the resources required will also increase and this is one of the factors that the search engines rank the websites. The websites can have flash but to the extent that it should not be a hindrance to the free flow of the website while the visitor is on the website.

i also dont like flash. it make harm to SEO. but there are lot of site with flash that is PR7 to 8, they are extremely high profile sites
