I'm looking for a less expensive alternative to the Adobe Creative Suite. I'm looking for a program that can publish flash content and has a visual layout as-well as a code editor (similar to dreamweaver)

Must go for adobe.com there is many new software comes as dreamweaver, also they refer you for most of high software site. you can talk with them and consult about your problem.
