you can use it, but Frontpage tends to add its own code and I would not recommend it. I personally use Dreamweaver myself. Dreamweaver is a good WISIWYG and also an HTML editor.

Frontpage is more of a WYSIWYG editor, it's like putting together a powerpoint presentation. Still, it has marginal functionality as an HTML editor, though programs with syntax highlighting work better to avoid errors.
