Flash or HTML? what is more Secure?

My friends wants to know what is more Secure
Flash or Html
He is going to build a Website

You don't define Secure, but Flash prevents anyone borrowing your graphics (pretty much). And, Flash can make your pages rigid, ie, Flash pages display on remote computers exactly the way you lay them out on your original computer. The downsides to Flash are, you gotta learn ActionScript; Flash is Expensive and it watermarks your work; and the end-user must have the flash-player plug-in installed in their web browser.

There is not much to be concerned about. There is no such thing at Flash-virus or HTML virus.

They can use flash and html both in there website but the server should be secure if the issue is security.
