What is the easiest web design software?

I don't have experience in web design, but I want to learn to build professional web pages. I know some HTML, but not much. Is there a cheap, easy to use and professional web design software that I could use easily without paying a lot? Am I asking for too much? Thank you!

Dreamweaver is probably the de-facto standard, but you by no means need any premium tool or editor whatsoever. I just use an advanced notepad [Notepad2], Firefox/Firebug and Photoshop myself.

Dreamweaver is just the best, but if easiest you can try webpagemaker

The easiest tool for the web designing is the Adobe photoshop, because it is very easy to learn and use, you can download some very good tutorials from the internet for it and can easily use these tutorials, moreover you can consult some books too....
