A website needs to be good in design and speed in loading

A compromise between good design and good speed depends on the designer's consideration of the website's content and target audience. For instance, I've come across sites (i.e. sites for fashion designers) that feature video in their splash page. The video provides a measure of interactiveness, which is desirable, but the designer should consider the people who are likely to visit the site: Are the viewers of the site likely to have good bandwidth so that the video loads fast? Are their computers capable of handling the graphics? Questions like this should be considered first before making a web layout, so that the viewers get the most enjoyment of the site.
