Dreamweaver is one of best software for web designing.

You can use Dreamweaver but i'd advice before jumping at Dreamweaver try to learn html and css that will ease everything.

Try Blink Web or Wix, their easy to manage free website (or blog) has cool features that include drag and drop capability, switch designs on the fly, youtube and google video, custom html, upload images, flikr photo gallery, visitor stats and more. You can also buy a new domain instantly, or host your existing domain for free and make it your own domain.

I thoroughly recommend WeBuilder a low cost but powerful xhtml / html / css / php editor. Html validator can be integrated into it. Toss in a good html / css book and you'll be up for about $200 US.

Dreamweaver is the best one, but you may find it difficult if you are newbie, i would recommend to buy webpagemaker, you can make simple html pages with that

There are too many tools available for the web designing like adobe photoshop and adobe flash etc because these tools are very popular and very easy to learn and you can make some very good designs by using these tools...

Do you want a WYSIWYG editor? If so then choose DreamWeaver.

If you want to code by hand then view your site in a web browser(best way to learn programmin in my opinion) go and download Notepad++ its free and it does syntax highlighting. Such a useful feature.
