Your school might use some other type of software for editing photos. You can try double clicking on a photo file and seeing what program the system uses to open the file. If they've removed paint, and don't have another photo editing software, you might could try word. (If your pc has it.) Sometimes you can do some very basic editing there. If that fails you could try searching for an online picture editing software.
They may have just deleted the icon, click Start / Run and type MSPAINT and press ENTER on the keyboard, see if it starts.
