Google wants to be as certain as possible that they are recommending sites that display a high level of expertise, authority, and trustworthiness — which iswhat E-A-T stands for! It’s Google’s way of protecting searchers from low-quality content that has the potential to be detrimental to a searcher.

E-A-T is not a specific algorithm, Google's algorithms look for signals both and on off-site that correlate with good or bad E-A-T, such as PageRank, “which uses links on the web to understand authoritativeness.”
