Dynamic urls are not SEO friendly as much as static urls...so in order to optimize dynamic urls , one should redirect them to static urls using 301 redirect..
You can use a dynamic page without that big of an impact, just be sure to use redirects for friendly URLs, and to write unique META/title information for each page.
Regardless of what some may say, search engines do place some value in META information.
