.php vs .html in SE

Hello guys is there any difference between .php and .html?
What are the effect in optimization of .php or .html?
Or its does not matter weather it is .php or .html

Basically, php and html are just file format, they would not have any influence on SEs. But, php file might include arguments, which might affect SEs.

Dynamic urls are not SEO friendly as much as static urls...so in order to optimize dynamic urls , one should redirect them to static urls using 301 redirect..

You can use a dynamic page without that big of an impact, just be sure to use redirects for friendly URLs, and to write unique META/title information for each page.

Regardless of what some may say, search engines do place some value in META information.
