I agree with bluemanunder!..Your title is different from the content!.. Your content is about On-Page Optimization while your content is all about building links which is part of Off-Page Optimization..

Never mind the title.

Okay. Choosing the right keyword is the foundation of link building strategies. You can't get high rank from the SERP if your not using the right keyword.

So what sould we follow? is it the Link building or the Keyword Optimization?

Keyword optimization = if you are going to optimize a keyword you must do first a keyword research before choosing a proper and relevant keyword to your website. also analyzing the site of you competitors.

link building = in gaining a high pr sites.. proper link building is a must, and link exchanging to a relevant site.

Either the OP put the title accidently or is not sure what keyword optimization is.

Main thing for keywords optimization is target your keywords on your site and another site using Anchor text.
