based on my understanding black hat will give you a high PR but very critical that your website might be banned by SE's while white take long time to have a good ranking but safe and very challenging task.

I agree with all of the above.
Black hat is for greedy cheats who want to take shortcuts but as mentioned above ultimately they WILL be banned. It's just a matter of time.
White hat all the way!
Black Hat SEO is optimizations that are against search engine guidelines. If you step too far over the mark, your site may be penalized or even removed from the index.
White Hat SEO techniques involve building a great website, full of unique content and promoting that website legitimately and within search engine guidelines.
