I think off page optimization going long time instead of on page optimization.
Both are equally important..ideally we do onpage optimization first...and then start building links for site using offpage optimization techniques..

I think both are requirement ,Onpage optimization is something that we should do where off page optimization is something we must do to get good rank but if you combine with onpage it will give you fast results
