Keyword stuffing also is referred to as keyword loading and spamdexing.
Its the excessive use of keywords on a page or within a body of text. Pretty much the rule of thumb is that is that the text on your pages should read well and not just be a list of keyword terms. Just try and make the text on your site look natural and include a keyword wherever needed.

Similarly in web world ... search engine robots want to have a website with all the contents but when some webmaster putt huge keywords in their contents than this one called Keyword Stuffing. Generally this kind of practice come under black hat SEO.
Keyword stuffing is the repetition of certain/multiple words (keywords) in a web page.. This has been a common way before to hit the top of the SERP as bots before were analyzing keywords on content (title, meta keywords, meta description, and the body content) - other term is relevancy, to decide where in the list the specific page URL should appear..
This has been overused and now illegal but still a lot of webmasters do use this method as part of their black hat seo practice..
Anyways, now, major SEs such as google, yahoo, msn and others uses relevancy together with signals (votes = inbound links, backlinks, inlinks) to decide a page's position on SERP.
