Normally, we use robots.txt file when we want to exclude some pages from indexing by search engines. However, it recommended to put empty robots.txt file when we want to full index of the website or there is nothing to hide from the search engine bots. If we don't put it, there will be more 404 errors in the log making it difficult to find genuine errors

The robots.txt file, also known as the robots exclusion protocol or standard, is a text file that tells web robots (most often search engines) which pages on your site to crawl. It also tells web robots which pages not to crawl. ... The slash after “Disallow” tells the robot to not visit any pages on the site.

A robots.txt is simply an ASCII or plain text file that tells the search engines where they are not allowed to go on a site – also known as the Standard for Robot Exclusion. Any files or folders listed in this document will not be crawled and indexed by the search engine spiders.
