I believe it exists and you can notice that your website is ranking very low for the targeted keywords in the first 2-4 months after being lauched. After this period will rank higher and higher if you do a decent link building campaign and depending on how many competitors you have.

When an website which is new and is indexed in an Search Engine at that time the website is in sandbox unless and until the website and the webs pages get the PR are said to be in Sandbox.

Well sand box used to be an ares where Google used to keep penalized sites.... but now i think it isnt available any more.....
