You need always use different meta tags and different description, it is much better for SEO

Meta tag keywords are a way to provide extra test for web crawler based search engines to index. While this is great in theory several of the major search engines have crawlers that ignore the HTML and focus entirely on the body of the webpage. Search engines use Meta tags to help correctly categorize a page. We have to go through updated details to make a difference in our business that deals with internet marketing.

Meta keywords may not be as important as they once were probably to discourage the practice of keyword stuffing but i would still use them wisely and meta description is still essential in my opinion.

It's better to use different meta tags in each page of your site. It's also important to base them on your site's content..
