No SEO can guarantee top position in Google. By using there past experience SEO company can try to get higer SERP. Ranking is totally depend on Goolge, who only can guarantee.

If the company is fraud or is trying to cheat. Asking a question like do you guarantee top position and if they answer YES we can know that the company will be a waste.

I am totally agree with SEOGuy, as i am also SEO Specialist, but as i know no one can guaranty about ranking. Top Ranking is very far away from topics, i am sure that get only listed on SERP is possible, but no one can be sure about fix listing on SERP of Google. Coz Google frequently changes SERP, and SERP is depends on quality backlinks and fresh updated contents.
