Its really hard to tell. The relevance of such blog or forum, the number of outgoing links on the page where your link would appear, the nofollow attribute, etc. are just some other things to be considered.

I'll say relevant forums on the sig links it will really work compared on the blog...most of the blogs are no follow attribute while forum sig are mostly do follow..so between the two to choose..SIG link for me...

As an experiment once I had tried forum sig links for one of my blog and got a PR2 from it alone.

I would say the blog would have more value. In a forum, a single thread might have 10x replies all with 4 signature links. So the forum will tend to have more outgoing links than a blog

If you use forum posting and links at the blogs, you will have strong backlinks
