You can't climb Mt.Everest after learning mount climbing. You need to wait..patience is very essential to reach good PR. BTW..now google doesn't care about it..but still its an added advantage if we have a good PR. Visitors wil consider this as a good site. You have to popularize your website with many available sources. It is very important.

You should develop exclusive material and ask for content change with your web page hyperlinks at other people's site i mean to say blogpost hyperlinks. Right now blogpost is the best strategy from my perspective.
