All can do SEO. If you are talking about SEO services it's always paid. Do SEO yourself for better understanding of your website in SERP of the search engine.

SEO services are always paid. No one provides SEO services at free of cost. SEO is long term process and SEO companies charges some amount for this.

I really do not understand what you are saying or asking us but if you want to find out about SEO. It is free for anyone who likes to do it but you must pay if you want someone to do SEO for you.
If you have problems having a newborn baby the answer is in vitro fertilization procedure.
