When you put a long list of keywords in a tag - this is keyword stuffing. For instance, a title tag for this page could look like: <TITLE>SEO guide, SEO FAQ, SEO tutorial, best seo faq, seo techniques, seo strategy guide</TITLE> and so on. This would be the keyword stuffing. Instead, the current title of this page (the one you're reading now) looks quite natural and adequately describes its contents. Do not use the keyword stuffing as a) it does not work; b) it is a bad practice that can hurt your rankings.

Keyword stuffing refers to the practice of loading a webpage with keywords in an attempt to manipulate a site's ranking in Google's search results. Filling pages with keywords results in a negative user experience, and can harm your site's ranking.
We can stuff the keywords in our site to better rank the site in search engines, Keywords can be stuffed in title tags, meta description, contents. But there is a ratio of the keyword to be stuffed in a web page. we have to make use of the proper keyword density ratio in a web page for ranking better in search engines.
Thats true when keyword is placed over limit from it predetemined density then it called keyword stuffing.
Generally upto 5% is looks genuine as keyword density so never cross this limit otherwise it will give negative effects to our site.
Remember content is more important than this and to make it more beneficial we are using keywords in it.
we haven't use keyword stuffing this is a blackhat technique so please avoid it.
