Is it possible for the old host to keep the site up until the full transfer goes through? I know some places tend to take longer to propagate their settings.

as far as my knowledge goes the search engines recognize your url.....hence changing the hosting service will in no way effect your search engine ranking....

changing hosts might have some changes in the rankings but they will be temporarily.. it will get back to normal in a week's time.
