A sitemap is for both users and search engines. But design it primarily for users. It helps users to find the pages which they couldn't get from your main page. For search engine there are chances to be crawled your pages within sitemap. However it is not sure that each and every pages of our website will be crawled. So that we include some important pages in sitemap. Then those pages are getting chance to be crawled when search engine visits sitemap.

Sitemap contains all pages of website we cant submit all pages in search engine so we are creating sitemap and submit it into Google webmaster tool so that Google will crawl our all pages easily..

It depends on types of the sitemap that you create for example if you crate the html sitemap than it is for user because it has all the links of your website page and gives user for better navigation. While you create the XML Sitemap, it is mainly for the search engines because consist the url of your site and increase the crawling sped.
