For me, I would go for PHP. But every programmer is different so which is better would depend on who is using it.

I mostly prefer ASP.NET. It include interesting tools for getting at where you could insert any tool into the web pages. It also contain an interesting MVC control which is too fast and easy to develop the Web application.
I think PHP is the best for quickly understand. If you have encounter in C++ or Coffee, etc, you should be able to choose it up fairly quickly. I like PHP especially for development and cooperation.
