I want to make a website that has the following things:

A main page that visitors can click links on that open external links in seperate windows so they can look at videos on other sites but still be at my site so they can come right back and rate the video so I can see the ratings as soon as they click a rate option.

which of these programs or which programs not listed here, can I do all this with (html, php, mysql, apache etc.)??????
note: Sorry I forgot the most important part, I want the visitors to have personalized profiles. So when they log in to my site, what they do on my site affects their profile. Like how on ebay, if you buy something or sell something, it keeps track of numbers and money and stuff. Each persons profile is unique to them.

i want their profiles to keep track of their ratings and money in their account and stuff like that.
