I would go for HP w/ AMD X2 Processer (the best you can afford).
I would recommend Windows XP. You need it to run VS 2005, ect.

I often run the following programs simultaneously...Outlook, Enterprise Manager (and QA), Visual Studio 2005, Photoshop CS3, Trillian Astra, Firefox and IE and of course anti-virus/anti-spyware software. Currently my Centrino Duo T2300 @ 1.66 (1GB Ram) won't let me install Photoshop CS3 (it freezes up) and Visual Studio is sluggish as well. Also, what OS should I go with? Budget is $1000.

The processor is what gives your laptops its power, speed and memory. The bigger and more advanced the processor, they better the laptop will perform.In my opinion the best processors on the market. Nvidia's tegra laptop processor is now in direct competition with the snapdragon processor from qualcomm.
The speed is depend on you laptop specifications most better is dual core laptops.
