Anyone's paypal account being limited?

My account was limited beginning of January because they noticed a spike in my paypal funds. I received over 9,000 dollars the last week of december.

Anyway I had to verify inventory, so I submitted all of that stuff. And then I had to verify my SSN, but I discovered I had an old paypal account that I forgot about. Thankfully the nice lady on the phone just deleted it for me.

Then I received a buyer complaint because I didn't ship the item out in time. (it was only 2 weeks and I explained my issues I was fixing with paypal)

I provided a tracking number once I sent it, but it took forever for it to get to him... to this day he still hasn't gotten it. China > Mexico is not a fast process.

Anyway I just decided I would refund his money from my own pocket and hope he sends it back once he gets his items.

And to refund it was no easy process. I called atleast 10 times to get the usual response: send an email and it will be fixed 24-48 hours. 2 weeks later I finally got my account bank.
Its a a business account, but they say its a normal thing to limit your account. Because I was only averaging 2k a month in sales the previous months.

And paypal doesn't suck, its just a majority of their staff is lazy or retarded.

I find I get the most help if the person I am talking to gets their supervisor to do things they cannot.
