Trouble with payments through paypal on ebay not going through?

I am having some trouble with my ebay account via payments through paypal. When people are trying to send me payments after they won an auction, it says the payment is pending and is not going through.

One person even said that it says I dont have a paypal account, when I do have one with credit on it. Has anyone experienced this before?
