It may have taken more money to buy Youtube rather than promote their own Google Video, but it was certainly cheaper. Youtube was known for being the good video sharing site, so in buying it they got all of the videos already on there, the brand name everyone already knew, and the ability to link it to their google video search. The only disadvantage I see with google buying youtube is that unless you put a ton on advertisements on each page/video, they aren't going to make enough money to make the purchase worth it.
