When a user is identified as a search engine spider, a server-side script delivers a different version of the web page, one that contains content not present on the visible page. The purpose of cloaking is to deceive search engines so they display the page when it would not otherwise be displayed.

I have never applied that but yes I have an idea about that. It a technique where you create doorway pages to confuse search engine spider. You optimize a page for some major keywords and get that page at top in Google. After that you create another doorway page and use some other content over it like gambling or censored one. Cloaking is a way to cheat a search engine in a way when search engine spider come to a page it show different content so that it can be ranked high for some keywords but when a user comes to that page it reflects some other unexpected content.
