Google PageRank and Alexa Traffic Rank are two different measures of a website's success. As you know, simply speaking, GPR measures the number of links to the site, while ATR measures the site's traffic.

Alexa is a different portal and using different methods to calculate site quality and it would use the algorithm of google.

Alexa ranks sites in their popularity, so when they say, for example that Googl.com is number 1, what that means is that the most popular site (i.e. used or visited the most) is Google.com. If you can get your Alexa ranking to under 100,000 then it means that you are the 100,000 most popular website on the internet, which is pretty good (unless you have a big commercial site, like Morgan Stanley or something).
Google use their measure, which is Page Rank or PR, it starts at 0 and goes up to 10. The authority sites will have PR of 6, 7, 8 etc. whilst new sites begin with a 0 when they are first indexed.
Google looks at the quality and quantity of a website's backlinks to determine the PR of the site, so the plan is to get backlinks from high PR sites, that are relevant to your niche. The more backlinks originating from these high PR sites, the higher your PR, and consequently the higher ranking you will gain.
