    Default $5 fee for activation of Microsoft adCenter when signing up for Windows Office Live?

    I am creating my own webpage. Microsoft says that Office Live is free, but when you click on learn more, and it brings you to this site (http://office.microsoft.com/en-us/office... scroll to the bottom and in fine gray print it says there is a $5 activation fee for adCenter. What is I don't want to use adCenter? Do I still have to pay? Is adCenter a software that I install and if I use it, then there is a fee? PLEASE HELP!
