clear all your ie/ff cookies and temporary cache and then when you go to google webmaster tools add the Canadian web extension. E.g. Australia is au.

Have a look at these 3 things:
1. When you first sign in but before you go to 'My Account', click on 'preferences' just to the right of the search box.
See what language is selected there and make any changes necessary.
2. After you have logged in and gone to 'My Account', go to 'Personal information - Edit' on the left side of the screen.
See if there is a country selected there.
Change that if necessary.
3. Is there a country or language specified in the meta tags of your website?
If so that may need to be changed.
You could try re-submitting a fresh sitemap also.

Once you've changed your interface language, please close the browser window. Then, open a new browser instance and visit https://www.google.com/accounts/. The Google Accounts homepage should be displayed in the language you've selected.

- Under the Interface Language header (at the top of the page), select the language of your choice from the drop-down menu.

If it does not change clear your browser's cache and cookies and try setting the interface language again.
