You register a domain, then you create a website under it.

i would say register the domain cus you will want to have the name of your website to put on other adverts on small letters aswell and that way you can have people logging on as soon as you design it

Do you buy some Gas and then look for a Car.

The domain name and server space is going to cost about $100 per year.

If you get the Domain first and then find out it is beyond your abilities to develop the web site and contract someone to do it for you and if they are going to maintain it, quite often this person will provide the domain as part of his charge.

But you could do some research and if you found a really neat domain name that struck your fancy, then get the domain name tied down first.

That's really like the chicken and egg. It doesnt really matter but if you have a name in mind I would do the registering first because any logo you design might reflect the name and if you designed the logo first and couldnt get the name you wanted might be wasted effort.

First decide what kind of site you want to make and accordingly buy a domain and then design your site.
