When the site give backlinks.
Do follow are quality links.

This issue has been discussed for a long period here.
Basically, niche-relative, hi-pr, dofollow links are quality.

- Link from High PR page with small amount of external links
- Follow Link
- Relevant Link
- With original title

Check your Backlines, if a link is counted in your Backline then that link has value.If not then no quality

When you are talking about Google, A quality link is the one that have high PR. For yahoo and Bing, in my experience there are no distinct requirements for backlinks. As long as you got lots of it, you can rank well.

anchor text link is always considered a qulity backlinks esp when it comes form an authority website.

Links from high PR pages which have very few external links tend to be the best.
