*Directory Submission
*Blog Directory Submission
*Article Submission - for Article Submission you should have quality content.
*Social Bookmarking - Do follow
*Blog Commenting and join in Social Networking

Back links helps your site/blog get into top rankings. But of course what counts most is the quality of back links you are getting.. Google gives more value on the quality of back links compared to those irrelevant sites that you have.

Link to bad neighbours gonna hurt u and link out with any selection will hurt u u even to be penelised by Google!Backlinks, with or without PR, dofollow or nofollow, relative or off-topic would benefit you in your PR.
