Default Purchase of links from relevant sites

Alot of webmaster purchase links from relevant sites. My question is:

What is the total amount that you budget for links per year?

Is it possible to build a respectable site with good PR (5 or 6) without buying links at all?

Yes, it is, but you need a lot of work and inspiration.

Recently, Goggle started a fight against purchased links. I do not know how it detect them, (I think a lot of people are paid to search the web) but Goggle penalises both sites, except the case the link has 'nofollow' attribute. To purchase a nofollow link means nothing.

As it has been said earlier, its possible but really its not a day job , you really needs to build quality links in other words it requires dedication of time, energy and patience.

Yes, I believe it's possible (I really believe that it's true) and trying to work hard.
And, personally I do not think that quantity of back links effects on site's PR, it is one factor, but not the most important.

I'd steer clear from buying links. I'd much rather have my URL placed on 5/10 quality, relevant, High PR sites then have 100,000 placed on diluted blogs, and placed in bad neighbourhoods.

    Think about it likes this:

You pay for your link to be placed on a page, usually a blog with your keyword as an anchor text. But, there are already 2,000 comments on this blog. The link juice is then evenly spread between 2,000 urls, meaning when you get your share, you'll get little (of at all) credit for the link being there.

Now, if I manually spend a day blogging and commenting, I could place my link on 15/20 respectable, highly viewed and high PR sites that get approved and add to the discussion. This can then lead to customers looking at my site and actually getting money out their pockets.

This way, the link juice could be diluted by only 10 or 11 different links.

Plus as been mentioned, at the pubcon in vegas, Matt Cutt's mentioned that Google is going to start penalising sites that used paid link services. Not sure how they'll do this because I was always under the impression that a website couldn't be penalised for off-site SEP (Imagine being able to to blast 500,000 spammy links for a competitor and have them deindexed?)

If it were possible, I'd still buy one way link from a site which has a high PR and few outbound links (5-10).
I think that the trade links work like any other on the internet.
