Are these sites are free of cost for link exchanging?

I have the same question are these sites free of cost for link exchange and if paid than what are the charges.

Is link exchange still working??? I heard way back a year ago link exchange is not advisable.

I think don't exchange the link . You should try to get one way back links using better link building strategy. Google gives more preference to one way back links. I am also using for my itvarnews site.
