Yes definitely, it helps i do social bookmarking for my sites and it gives me lot of traffic and lot of visitors for my site. one more thing keep in mind that do-follow social bookmarking sites are more useful than no-follow social bookmarking site. no doubt that if you submit your site in no-follow SB site it's gives you lot of traffic but for SEO point of view you try first Do-follow sites then go for No-follow.

In my opinon, the use of social bookmarking is exsit, but not very big.
