Yeah minimum 150 link is the best answer.

When creating backlinks the search engine must crawl the website where you have created it. so it depends on many factors like quality of the backlink created i.e the page rank of the websites your using must be greater than zero. No duplications should be there . You can create more than 250 backlinks also in a month with good quality.
