Instead of searching for high pr dofollow blogs, do search for niche blogs which are better ones to generate traffic.

You will see the PR of those blogs, you should check it manually if its dofollow or nofollow though. Hope I was able to help.

I mean if I make blog comments on it,it will auto approve?

There are sites that offer high PR blogs that are dofollow but a lot of these high PR blogs usually ask for a fee for each post.
